Violation Response Actions

A violation can trigger action directly: notifying an owner, adjusting permissions, disabling a resource, or starting a cleanup. Responses are configured per policy, so routine breaches resolve themselves while significant ones escalate to a person. Governance stops being a list somebody works through by hand.
