Reviewer Escalation Chain

An unanswered review escalates through a defined chain: the assigned reviewer, their first manager, a second manager, then a tenant administrator, with turn order enforced at each stage. Every escalation is recorded. A review that nobody answers becomes somebody else's decision rather than an expired record.
