Per-Tenant Data Residency

Residency is chosen per tenant when it registers and is fixed from that point. A global control plane holds no personal data at all, knowing only which customers, organisations and tenants exist and who may do what; everything personal lives in regional services. A partner can hold clients in different regions simultaneously without conflict.
