Cross-Tenant Control Sharing

A control can be shared explicitly with an account in a different tenant, such as an engineer at a managed service provider, with a per-share role and the ability to revoke it. Providers maintain one library across the clients they manage rather than a copy per client. Sharing is deliberate and reversible rather than a broad standing grant.
