Automatic Retries

Actions that fail for transient reasons are retried automatically with backoff, so a brief outage does not drop a governance response. When retries are exhausted the failure is reported plainly rather than disappearing. Each attempt is visible in the execution log, so teams can tell a recovered blip from a real problem.
